In order to play The Sims 4 on PC, you'll need a computer that passes the minimum system requirements. This hopefully won't be difficult for too many computers since the minimum system requirements for The Sims 4 are even lower than those for Minecraft.
Passing the minimum system requirements for a game typically means that your PC will be able to run the game at a playable framerate on at least Low settings. Accomplishing that is actually pretty easy when it comes to The Sims 4. There is even official support for on-board Intel GPUs as low as Intel GMA X4500! If you have a discrete GPU, you'll only need a GeForce 6600 or a Radeon x1300. The GeForce 6600 is the 299th most powerful Nvida GPU and will only run about 30% of the games in existence currently, but thankfully for you, The Sims 4 is one of them. Load the game with the [save] that crashes. Pause the game in middle by pressing Escape (Esc). You shall see a Menu. Select the options named Manage Worlds | Manage Households (basically it's a family icon with a pencil) | Unplayed Households | Not in this world. Remove each and every household item, especially the unfamiliar ones.
Disable Post Processing Effects
Go to the Game Options page using three dots (…) in the top right corner of your screen, and then disable Post Processing Effects feature from the Graphics tab.
Set Medium Settings
From the same Graphics tab, set medium settings and save the changes.
Enable Laptop Mode
In the same Graphics tab there is a check box for Laptop Mode feature. Make sure it is checked.
Turn Off Uncompressed Sims Texture
Disable Uncompressed Sims Texture from the game options.
Set Compatible Screen Resolution
Using Display Settings from the Desktop's context menu, set a supporting screen resolution from Display > Advanced display settings.
Reconnect to Origin Servers
Go offline from the Origin Menu after opening the Origin Client, and then connect to the Origin servers once again (normal mode).

Run Origin with Admin Permissions
Right click its Desktop shortcut and choose to run it with administrative privileges.
Issues with Child Account
If you've specified the age below 14, perhaps your account is setup with restricted online gaming features, called as, Child Account. You need an account with full access permissions.

If you're running Sims 4 in fullscreen mode, restart it with windowed mode by adding '-w' at the end of the Target file path text. Do not remove/ alter existing path from the Shortcut tab.
